Autonomy Tier Classification

Identify the highest autonomy level and whether authority boundaries are documented. These inputs influence the urgency of roadmap actions.

Tier 1: Assistive (HITL)
AI recommends or drafts; a human reviews and approves every output before it takes effect. No direct tool execution. Examples: writing assistants, code suggestions, search summarization.
Tier 2: Conditional (HOTL)
AI acts within pre-approved limits and constrained tools. A human monitors and can intervene but does not approve each output. Requires authority statement, guardrails, audit logs, kill switch, exception thresholds, and bias monitoring.
Tier 3: Autonomous (HOOTL)
AI executes multi-step goals with limited or delayed human review. Requires formal approval, strong telemetry, circuit breakers, forensic replay, periodic governance review, and mandatory fairness evaluation.
